Speculation - the dreadful Mitch McConnell is married to Secretary of transportation Elaine Chao. Maybe once it became clear that air transport was going to stop, she decided to do her job, more or less, and let Mitch know that it was time to quit messing about. Once DT realized his toady was about to do *his* job, he decided to let things slide, briefly. My theory, which is mine.
