Would I guarantee rain if I apply the rust remover paint on my car? It wants 24 hours of dryness after application. I'm looking at the 40% chance of thunderstorms and the blue sky in some confusion.

It has at least been raining much more this spring than last, giving me hope that we might still have a water table by the end of the year, but I am also not near a beach and I co-sign your statement.
